All those sets will supposedly only be available through Rewards for the Worthy mails, and they will likely be rare and a few people have reported set items being BoP too
As for the Martial Knowledge set, it may drop in vet dungeons as the only place seeing how most veteran rank 12 dungeons will drop it from chests and enemies. It is however not something I have seen confirmed anywhere and I have not tried grinding for it myself.1 -

✭While the difference for Damage enchants on jewlery is quite huge between V14 and V16 the difference between regen enchants is much less.
V14 regen ench : 165
V16 regen ench : 169
so IF you want to use a V14 jewlery set (like i do), you might be better off using regen enchants and trying to get your damage elsewhere.Jo'Khaljor3 -

✭✭I don't know what you guys are talking about because after every level increase in this game the same sets have not dropped. It's been different sets each time for v10, v12, v14. Any pvp sets I cannot confirm, but would believe them to come through the mail based on what level you currently are if you can't buy them anymore.1 -

It is - but that´s only important for builds that want to really really really push weapon or spelldmg because based on effectiveness regeneration and costreduce are still the best jewelry enchants.<Noricum>

Martial Knowledge doesn't drop from mobs, but you can get it from chests. On live you can get vr14 Martial Knowledge from chests in VCoA, so it's possible you will be able to get vr16 from chests in scaled up dungeons.2

They do need more cool things to use your TV stones on. If you don't like the current limited offerings, there is really no reason to gather them up. ✭✭I can't confirm this yet, but given how Martial Knowledge currently scales to VR14 in a VR12 Cyrodiil (scaling to your level) then it would make sense for Martial Knowledge to scale to VR16 in a VR14 Cyrodiil when you are VR16.

Daveheart✭✭✭✭They've indicated that Worm Cult, Savior, Ebon, and the other dungeon BoP sets won't be scaling, but have given no indication that Martial Knowledge, Adroitness, and others will also be left out. In fact, they're including VR14 Adroitness with the VR14 templates, which I'd take as a strong indicator that it will scale in vet CoH (all the way to vr16). As far as Martial Knowledge is concerned, I'd assume that if the chests scale higher, MK will too, but we'll see.Opened chest in cyro and got v14 MK piece.
