This is true, since they changed Might of the Guild to light up your arms I have noticed that my characters arms would light up when using Liquid Lightning also. This is already a thing on Live I would like to point out, I think if you have an addon keeping track of buffs you should see the buff pop up, there just isn't any visual indication of the buff.
It is definitely a bug and needs fixing. we're getting some 2 year old bugs fixed here, so why not this one.
Currently the Sorcerer's Liquid Lightning Ability Triggers The Mage Guild Passive 'Might of the Guild' granting the Empower Buff.
Those are not related and should not interact with each other in this way.

I don't think it's a bug honestly, but if it is, it will be fixed after the PTS is over, since it is now extremely obvious that the skill gives you Empower as your arms start glowing when you cast it.

I'm assuming you don't mean literally what you said... and that you think magicka sorc will be highest dps in the game.
The only real buff is 10% on our execute which isn't that big.
A few small limited moments of high dps... Molag Kena procc'ing on Overload perhaps.
Other than that I can't see anything in any of these patch notes which is going to take sorcs above DK's in PvE dps... or even above jabsy templars if i'm honest ( I really hope to be proved wrong).

you missed that sorcs pull more singletarget dps than any other class ... already ... and with the new sets it's only going to get worse.

It's only a visual bug The only thing changing is the number in the tooltip, me and a friend of mine tested it 2 or 3 months ago. He wondered why many players, that week, were throwing random liquid lightnings before fighting. We discovered that the skill would have emulated the MotG passive, but without any real increased dmg.
