Major FPS drop/bug with Puncturing Sweep (and Blazing Spear too)

Whenever I use these skills on the current test server build, my FPS drops to 10 or lower, often completely freezing until the animation would have finished. Happens whenever I damage more than one target with it (sometimes with only one target).
UPDATE: Tested with MINIMUM Settings. FPS 100, Ping 100 (By ESO's built-in monitors). USing either skill dropped my FPS to 50 or less and ping more than doubles (250+)
