GAME BREAKING BUG: Harvest Heart

Defending the west ritual site is broken. Virgar just sit there waving her hands at the red beam, and no enemies spawn. THIS PREVENTS ME FROM COMPLETING COLDHARBOUR

Relogged. Harvest heart is still broken. There is a line of people waiting to do this quest!!! ZOS...this needs to be FIXED ASAP! This blocks main quest progress

Okay found a workaround but its stupid. Apparently if more than one person gets to the west ritual site, it breaks

Is this on PC? I just did this one yesterday on PC and there were several players around with no issues. My character is in the AD.
