Crafted Set Changes @Patch Notes

In the previous patch notes there was a list of changes coming to existing crafted sets, but in the newest patch notes, there is nothing mentioned about those sets. There were big changes coming to Spell Damage and Weapon Damage along with some sets being changed or having other major changes to them.

@ZOS_GinaBruno Can we please have the newest patch notes updated to include these changes since the previous patch notes have been removed.
