I guess, people were talking about a bug that was resulting in heavy armor being pointless.
Sharpened maces would ignore all armor. This has been solved, which makes heavy armor usefull now against physical damage as well.

Did the manage to get that added to current PTS build? I know it's on developer build as they said so before; current PTS has this bug fix or it's next PTS build?

- Fixed an issue which was causing the Sharpened weapon trait, as well as the Champion passives Piercing and Spell Erosion, to act multiplicatively instead of additively when combined with other penetration effects.
This fix was in the patch notes for 2.1.1
Hopefully someone that's testing on the PTS can confirm this is working correctly now.

You should be fine with that setup. If you need more armor, swap out the shoulders for heavy legs.
