[BUG] Lethal Arrow not applying poison DoT to various mobs

It's mostly against elemental mobs, but Lethal Arrow will not apply the poison DoT, even against mobs that are highly susceptible to poison, such as Air Atronachs. It applies the poison DoT to every other type of mob that I've tested against. Also, even against mobs that it will proc the poison DoT against, sometimes it won't proc the poison DoT if you hit the mob from extreme range.
