I asked someone to meet me in vulkel guard next to the wayshrine in the stables. i couldnt see them and they couldnt see me. they could see different people to me. ayes we are in same console, same server and same alliance at the same place.
It's actually a series of intertwining servers. This allows each 'server' to be busy at most times and prevents a whole number of log-in issues as well as minimizing log in queuing.
To make it easier on the clients there are multiple instances of the same area. If you find yourself in the wrong one then simply teleport to player and your all set.
Each alliance is also "phase shifted" so just being in the same place doesn't mean you're in the same instance of that place. So if you're an AD toon and your friend is an EP toon and you both travel to Vulkhal Guard separately you won't see them as they'll be in a VR6 instance of the city and you'll be in a non-vet level 1-16 instance.
Megaserver just means all our characters share the same database, the actual servers we play on aren't all connected, you have to travel to players if they're not showing up in your instance.

To increase stability, if a zone has a heavy load, it will put you in another instance with the exact same everything, except the people. Even before the megaserver design, some MMOs would have multiple dungeon instances when things were crowded. I remember EQ2 where you could actually select one from the entrance. Before the auto join, you would have to ask your group which one they were in.
