The PTS is only for PC.0 -

The answer is still no. You must have ESO installed on a PC in order to use the PTS. If the OP purchased a copy of ESO and installed it on PC, then he could.0 -

✭ESO on PC requires a CD key. Your purchase of ESO for PS4 does not give you access to ESO on PC. You will have to purchase another copy of ESO for PC in order to use the PTS.1 -
