Silver Leash pulling enemies up to safe point

In PTS if an enemy uses silver leash while you are near the safe zone, you get pulled up to them and insta killed by environmental damage. Is this intended?

✭✭No cause silver leash is suppost to behave like the DK skill fire chains were you can not pull enemies off ledges cause there "to high or to low". Don't know why it's buggy like this.
