According to the patch notes...
Added new recipes for Provisioning.
These will produce Veteran Rank 15 foods and drinks, and can be found anywhere recipes would normally be found, including the Imperial City.
This would imply that the VR 15 recipes can be found in provisioning writs, Craglorn, etc. So far, the only ones I have found were in the IC. Am I just having a bad run with the RNG or are these only supposed to be available in IC?
Has anyone found a VR 15 recipe outside of IC?

✭They should drop in provisioning writs although there was a bugged when pts came up. If you are finding vr15 food recipes than you've confirmed they exist.0 -
Max2497✭✭✭I know they exist. But I've only found them in IC. I haven't found any in writs or elsewhere in tamriel. It doesn't seem fair if the new recipes only can be found in the DLC content.1
