New Questlines? Where are they?

There is an achievement to complete a bunch of new questlines for the IC. I've wandered all around the IC sewers and above-ground. However, I cannot find where to start those quests. Are they in the PTS yet?

    It's possible you missed the activation quest, which is out in Cyrodiil at your Border Gates and not in the Imperial City. If you go to where the Grand Warlord gives the Elder Scrolls quests, standing next to them is a Captain with the Imperial City activation quest. It's easy to miss though, so I think ZOS need to do one of two things:
    • Don't allow the Sewer entrance to be used or marked on the map until you have the quest; or
    • Make it possible to start that quest from the General who is in the Alliance Base in the sewers

    Did you start by picking up the "Go to IC" Quest at your Alliance Gate? It's a captain near the General that passes out scroll quests.

    This will refer you to your IC home base, where you will speak with another General. After that, a third NPC appears that will give you quests and appear in each zone. They'll expand from that point out.

    But not very far. One daily quest per district? What happened to the 4 dailies per district and 6 daily sewer quests that were suggested a few months back? Not there.

    @Enodoc , agreed. Seems it will not take long, at all, to burn through most of the PvE portion of things, especially with only 3 lower areas.
    Have you entered/unlocked the Ayleid ruins? I believe they were nestled in Lamburt Passage

    Oh wow. This is extremely unintuitive. The first thing I did was enter Cyrodiil and port right to a keep and horse to the IC. I wasn't even paying attention to the quests in the starting area because there's tons of them there.
