They use it for heal or for buff? Cause when I try to heal myself it really sucks compared to live. It can be useful for a health recovery build probably. 3k health recovery build wont be bad at all with all damage reductions.I'm seeing quite a few very tanky DK in IC using this still.

The skill is essentially a fixed a heal, but is broken down as a normal heal. Same thing with Killer's Blade (Nightblade execute) or the Clannfear selfheal (Sorcerer ability). They are affected by x% increased healing taken and champion point passives like Blessed (increased healing given) and Quick Recovery (increased healing taken).
Outside of Cyrodiil on both PTS and Live, my Dragon Blood heals me for 70% of missing health, when I buff with Igneous shield before using because I have: 100 points in Blessed (25% increased healing done by me), 10 points in Quick Recovery (4% increased healing taken), 5 pieces of heavy armour = 5% increased healing taken from Rapid Mending (heavy armour passive), 30% increased healing taken from Igneous Shield buff and 8% increased healing taken from 5 pieces of Yokeda gear (either normal version or Eternal).
TL:DR: It is a normal heal that is effected by reduced healing, but also increased healing.
On the PTS with Igneous Shield going before a Dragon Blood heal it will give me 40% of missing health.
Well ill had fun as Stam Dk on Pts yesterday.
Had same setup on my temp and nb. Gues who done better ^^.
Dks will be more challanging with the new patch.
Just remember that every heal, no matter what, will be halfed.
Counts for all classes and u can offset some things with the cp or sadly, roll another class

Theyve improved the classes and i'm ok with it.

PvP, they are sticking -50% stickers on just about everything in cyrodiil.

No MMO has ever achieved balance between classes, the entire pursuit is futile and shouldn't even be undertaken. Different classes should be good at different things, they should NOT be balanced across the board, because then what is the point of having multiple classes, just different visuals?
