I won't tell you what ZOS is doing, but generally the primary purpose for game play testing is to test the game design. They want to see how different parts of the game design compare to internal play testing.
Specific to ESO, I see this as why they do not need to do a Console PTS. The game play will be the same. It is probably much easier for them to do fixes and updates on a PC/Mac PTS megaserver, too.
Client stability is not going to be rock solid because the game is still in development and they will always have a number of internal fixes that they want to do but have not completed. In the case of PTS, there are about a month's worth of fixes that are not yet in the game.

Im starting to doubt that part. Just recently ZOS announced a PTS only contest in collecting TV stones that will last to the very end of PTS.
Announcing something like that will only draw people away from actual testing PTS content, both IC related AND changes in base game patch.
Instead of testing people will focus full force on grinding TV stones.
