It's not the "console way" , nor "console logic" and I'm irritated at reading that about this issue and others.
I've played multiple mmos on the PS2 , PS3 , PS4 , made by different companies.
All let you remap your controller ,
All had text chat.
All had character names used.
So ESO is the exception in leaving all these out. It is most certainly NOT the "console way" in regards to mmorpgs.
It wold be great to see names instead of ID's, but If I remember correctly I read somewhere that it wasn't a matter of them ignoring, it, it is a matter of they simply can't do it because of the nature of the licenses for PS4/XB1, from what I understand they want in game names hence why you can choose one but either $ony or Micro$oft won't allow it, something to do with not playing anonymously or something.

I'd like to know if Playstation was even approached on the matter? Why is it a one in, all in thing when it comes to consoles? If it needs to be this way, make it compulsory for all PC players to have an Xbox or PSN account before they can play the game on PC and then force them to use that account name instead of their character name. One in, all in.

It certainly kills the immersion seeing "Sniper_Boy-360_Rekt" running around instead of an actual character name.
Many of my guildies have some really cool role playing names which fit their character. It's a shame I don't get to see them in game when I'm rolling with them.
Especially the Argonian names lol
It is an RPG, after all.
