Will Elemental drain and siphon proc on damage shields now ?

Can anyone who tested this tell me if it does ?
Reason why I ask, is because defensive rune now applies even if your enemy hits you when your damage shield is up.
In 1.6, 'hit' is when your health gets hit. So maybe .... ?
