So after fully testing both sets they do not proc on shields that are class based or accessible to anyone. They need to be made so that they work on shields or there is no reason to run the set as half of cyro has at least 1 shield they can use at any given time. Please look into this.
Also their dmg is very low compared to other sets.

kkampaseb17_ESO✭✭✭Been reported even before 1.6. Nothing happened to fix this. Nothing procs on shields even effects with 100% chance like the armor penetration from Twice-Fanged set. The only exception is weapon enchantments.
