Why would a guild require people to wear a tabard?

Until you get caught stealing every second or third item and are broke from paying the fines. Oh, and having lost the previous couple of items and have to steal them again. Many "older MMORPG Players", like myself, take being part of something more seriously than just looking at it like just another form of "friend list".
And, though my guild isn't one, there are "roleplaying" guilds.
They might require a player to be "in uniform" when doing "Guild Group Activities".
It is bad enough we cannot trade dyed armors so that this type of guild can actually have "guild colors" and a "uniformed" look due to lower leveled members lack of access to many of the dye colors.
I would like to have a Guild Amorer that can make armor sets, dye them the Guild Colors, and then give them out to members...and, like I said, my guild isn't even a "roleplaying" guild. (Though we do accept, and have, "roleplaying" members. It just is not required to be a member.)

Loot areas that don't have Guard presence and problem solved. Quite a few Taverns provide ample container quantity and have no guards in them so all you have to watch for (if you fail at stealth that is) is the NPCs attacking you for getting caught too frequently.
Currently the big Tavern in Rawl'kha is my stomping ground so Aldmeri players I would recommend steal from here as there are 2 Safebox spawns, probably about 3 dozen containers total, and absolutely no guards!

And I still don't want to turn every toon I play into a thief just to make some banner fetish guildmaster happy. I love to roleplay my toons. I was sad to find that some quests require breaking and entering to complete them. Really? My goodie two-shoes Templar has to break into a house to help a poor soul trapped as a tree in Rivenspire?
