I have only read the Op's first post but when he says '25 Hours of gameplay' he basically means there is 25 hours worth of questing around the zone. Similar to zones such as Reapers March and The Rift. This does not include Instanced Dungeon with veteran Mode. Exploring the beautiful zone, Daily quests and trying to get new item sets.
I would consider it as a larger and more in depth version of current PvE zones in the game such as Stormhaven and the others. But also comes with more set items and is in general better quality.
