Trouble at Tavas' Blessing broken quest?

While I was approaching the port town of Tavas' Blessing in the Alik'r Desert, I received several quests to complete.
Trouble at Tavas' Blessing was one of them but I chose to complete that quest in the area.
However, after getting the second Ansei ward (by completing another quest with the Prince in Tavas' Blessing)
I wanted to start this quest. All I had to do was talk to Captain Rawan. Before getting the Ansei Ward, captain Rawan
Was standing next to the prince in a barricaded house in Tavas' Blessing. Now, when I return, he has dissapeared completely
And the only person left standing there is some NPC Soldier (called sergeant Hadima) who was there to protect the captain and the prince.

I've read about other people encountering problems with this quest and they fixed it by completing tuwaccas throne and returning after that
To find the quest. I already completed tuwaccas throne before coming to Tavas' Blessing and I've visited every questgiver connected to my problem.
A friend of mine had a similare problem and he fixed it by abandoning the quest and then restarting it.
I tried abandoning the quest but now I do not know how to restart it and captain Rawan is still gone. As mentioned before I have already conducted a search
For the original questgivers but without luck.

To summarise: quest did not work. Tried player solutions (did not help). Abandoned said quest in order to restart it (did not work). Captain Rawan is missing/invisible/has dissapeared the whole time.

Can someone help me with this problem?

Once you have completed "Alasan's Plot" at Tava's Blessing, it is no longer possible to do "Trouble at Tava's Blessing", as that quest exists only as a pointer to get you to Tava's Blessing in order to do Alasan's Plot.
