Allyhoo811✭✭✭Your mailbox is always available; it isn't a physical location in the game. You access it similar to how you access things like your inventory, map, or the crown store.
On the PC, for example, you press the (') key to access your mail. I'm sure there is a similar command for accessing the mailbox on Xbox or PS4, but I have never played ESO on those platforms.
