World of Warcraft was able to do it a decade ago. Many other MMO's since then as well.
I love ESO, but swimming under water really should be in there.
That's funny that @ZOS wasted the resources just to say "It's too hard".... It's any wonder that things aren't getting fixed in the game with that kind of direction. They could have posted a comment on the Forums a lot quicker and cheaper to say the exact same thing....

I think the point to that video was hey, we're understaffed to undertake a massive rework like this and the benefit doesn't outweigh the cost in their eyes. It's easier/better to focus on adding substantive content, zones, new guilds like Thieves/dark brotherhood etc than to let people dive under water for fun. There are certainly some games that allow people to swim underwater but generally this is accomplished in the initial design of the game. If they were to ever add the underwater biz, it would be so far down the road you'll be playing something else by than anyway lol.
If you want to know what underwater combat would be like, load up Morrowind or Oblivion. It's not that much fun really. I can see why they would not want to expend the time and effort this would take. I mean you have animations to work out, then you have the physics to work out, what happens to attack and movement speed? The list of issues surrounding this goes on and on. Not worth it.
However, underwater exploration? That would be cool. Have a quest that requires a potion or item to allow you to swim far enough down to get into a sunken entrance to a partially submerged ruin?
