Attribute Point not happening

For the last two or three times I've levelled up I've placed my Attribute point in Stamina, but for some reason it's not going up and my Stamina has stayed at 9 (Maximum Stamina - 6995). I've 'wasted' my last few level up Attribute points in an attribute that I sorely need. What can I do? Is there a reason for this happening? How can I get the Attribute points I've earned - and spent - returned? If I went to the 'Redistribution Attribute' place would I get ALL my points back or only the ones that have registered?
