Yeah every major quest should award a full level in Soul Magic.
No, Soul Magic is the vestige quest line reward. Consider it the same as you would a Mage or Fighter guild quest line. Separate to all other quests, including the "main" quest line.
Maybe Undaunted should level up at the same time as provisioning ?

what are u saying? doing the main quest has nothing to do with leveling soul magic cuz everyone else says it does

All skills level up by having the skill on your bar and earning exp.
Most skill lines (not the skills in the line, but the whole group) are leveled via normal exp (with a skill from the skill line loaded on your bar, more of the same line on your bar, the faster the skill line levels)
The excepts are
Soul magic - Doing main quest line (the quests in The Harborage)
Werewolf - Killing mobs while in werewolf form
Mage Guild - Picking up special lore books
Fighters Guild - Killing undead and daedric
Undaunted - Doing dungeons achievements and daily pledges
Ledgerdemain - Opening locks (doors and chests) and fencing items
The 3 armor skill lines, theses level based on damage taken mulipied by the number of items of that type you are wearing

I specifically mean only the times you go to the Harborage and do an adventure for/with the Prophet. That quest line is the "main" quest of the game.
If by main quest you mean the major/primary quest line(s) that relate to each alliance; no those are different in each alliance and while they do give you XP and skill points, they have nothing to do with the tasks you get from the Prophet (granted they occasionally cross, but it's not the same thing.
Sorry if I wasn't clear earlier.
Go into the harborage and use the portal there. If you not yet accepted the quest, go back to harborage, enter and exit again, walk a couple steps until the prophet's projection shows up. This guides you back into the harborage where you can accept the 1uest from the prophet.
