The same rules would apply to a PVP bounty as a PVE one, don't get spotted, and definitely don't get killed by the bounty. If you do, then you will take some kind of penalty, gold, debuff, something.
A PVE bounty could even carry over into the PVP zone, such that if you *** off the DB in PVE, then in PVP you become free game to any active DB member.
For this all to work, there would need to be an apposing faction to the DB that is just as lucrative to join...maybe even join your faction's guards or something of that ilk.
Obviously there are holes in all this that need to be filled, I really just want to see a DB that is actually secretive. E.g. you don't know who else is a DB member unless they actually tell you, and you don't know if you have a DB bounty until you are murdered in your sleep ./evil laugh.
