Under collections then upgrade. Unlocked any race, any alliance. "The ability to play any race in any alliance." Does this mean I could play with other people who are not in the same alliance as me?

    It means you can be any race, regardless of the Alliance you choose to start from.

    You can be any race in any alliance, but once you choose an alliance, thats it.
