i dont get a veteran rank 12 character when i start pts

from everything i read you were supposed to start at a high lvl i didnt and i completed the tutorial. So what is the point if its like the regular game

You need to choose a template from the top left corner of the character creation screen on the PTS.

Keep in mind that the PTS character do get wiped every once in awhile - so don't expect it to be there forever.
