Why is the PS4 Patch 15gb?

Hello.
So I woke up this morning (Australian) and had some time to jump on ESO for an hour or so, and I get a 15gb update. I figured there was some new content release I had no idea was coming out. I read the patch notes, and it's just bug fixes and some UI updates.
How the hell is the patch 15gb, I also read somewhere the Xbone was only 500mb?
Seriously, what the hell is going on. Bought the game a week ago, 15gb update straight away, 4 nights of maintenance.. which is fine, I'd like to see the game bug free and working. Is just unfortunate for Australians as it's always at prime time for us and they always do Xbone first.
And now another 15gb update. Jeez.
