I have only heard Imperial City being referred to by its name or as a future update.
Will the Imperial City be considered as purchasable DLC or simply extra content in the next major update (accessible to all/no pay wall)?

    Well all update will be DLC if you not a subscribe then it will be free otherwise you have pay for it.

    Well the offcial word is this :

    ESO Plus offers members exclusive in-game bonuses, a reoccurring allotment of crowns and access to all downloadable content (DLC) game packs for the duration of membership. Certain features, such as new areas and dungeons, will be released as DLC game packs, and players can either purchase them individually or have access to all DLC game packs by becoming an ESO Plus member.

    While being subscribed to ESO Plus, access to all DLCs is granted without further costs. If a DLC has been bought using Crowns, permanent access is granted, independently from any subscription.

    And yes, going forward, all content that contains places and landscapes will quite surely be offered as (major) DLCs, because that's how development costs are financed now that paying for your play time has become entirely voluntary. What the status of future "systems" (e.g. Dark Brotherhood, Thieves Guild etc.) will be remains to be seen. I guess that if they contain are large quest chains, an offer as (minor) DLCs will be likely. More general, fundamental systems (e.g. Justice System pt. 2, Spellweaving etc.) might still be free as updates to the game mechanic.
