Not going to happen. The best you are going to get is to play ESO on PC and use addons.
*EDITS: Added Second Screen indicator (SS). These are functions that should also work as real time extensions of ESO while in-game. Second Screen functions should not work while in battle.

I made some updates to my What features would YOU like in an ESO mobile app? thread to suggest some features that could offer second screen functionality during gameplay.
I narrowed the features down to:

I LOVE your Trade idea and the feedback and bug report ideas! I really hope ZOS takes a look at this after the Fallout 4 app was announced. Heck... call it "Elder Scrolls Online: Adventurer's Guide" and format it to look like an enchanted book. That would keep it "in-world".

Inspired by the mobile app that Bethesda is working on for Fallout 4, this app is intended to help with some of the issues console gamers face with chat and management systems and to reduce the amount of immersive breaking challenges that goes with adding a chat box on top of the UI. I imagine a hybrid of an IRC service and several other modules could be used to accomplish this.
Pros
- Would not require a keyboard attached to a console device
- The interface would not need to be changed on the console screen
- Would allow faster scrolling through items
- Allows players to scroll through maps of Tamriel and see where they are going real time.
- Possibly drag and drop interface to handle things like trade, skill bar setup, armor equipping, etc.
- Could incorporate some Add-ons on the mobile app (though not incorporated on the console)
- Allows easier filling out of bug and complaint reports to ZOS on incidents due to the mobile keyboard
- PC gamers could incorporate this as well to make their game more immersive but still be able to chat and look up items without turning the UI on.
Cons
- Not everyone has a smart phone, so several would still be without these features
- Would require additional overhead to manage
- Apps like this take time, it’s not a quick solution
Challenges
- Mobile app developers would have to be hired
- Connecting your mobile app to you ESO account on either console or PC
- Recognizing and updating when people join your party, leave, guild chats, tells, etc.

Also, seems foolish to think folks won't want mobile apps for ESO. There is already 2 for andriod
A build calculator

And a wiki
https://play.google.com/store/apps/details?id=com.wikia.singlewikia.elderscrolls
Both with 10k plus downloads =3
But if folks on console really love their VOP communication, who am I to argue?
