Can I get the Ring of Mara boost on an alt?

A friend of mine and I used our rings with each other a while back, now we are making alts and returning to the game and were wondering if by trading the rings to the new characters we would still receive a boost. Does the boost only effect the Player Characters who completed the pledge together?
