Why do I have to wait 10 seconds to logout?

    Because loading screens are not long enough.
    If you heve 4+ Alts in Deshaan to log-out/relog at night, prepare to lose half an hour lol.

    Ah the real question is: why Belkrath isn't a city for logout mechanism?

    You're lucky! Back in my day, it took 30 minutes to log out!
    And something with walking to school for a mile in snow.....

    thats still often abused in Runescape and EVE Online.. though they now send "kill character" packets after frequently doing it

    That is not entirely correct! In all but a few places (select spots in the bank and foot of stable) in Rawl'kha you have to wait. There are literally, just two spots you can stand in that will allow you to log out in that "safe" area like most other cities/towns. Also, all of Belkarth is a "danger" zone that requires 10 seconds. I find it inane to have most city zones allow an instant log out, but not two other cities. It is quite inconsistent!

    Because the game lags constantly 2-10 seconds and needs to catch up to save your character information.

    Actually, most of Rawl'kha lets you log out instantly - but the bank and stables are on the edges of the "safe logout" zone, so only parts of them are inside it. The wayshrine and guild traders are completely outside of it. The middle of town with the market and everything is well inside the safe logout zone.

    As far as Belkarth goes... I don't think I've ever tried logging out there. I have certain places I like to park my characters when I log out, and that's not one of them.
