Don't know if this'll help anyone else but I've been playing since launch and haven't had this error till this past patch. It would hit every other open of the launcher.
I deleted only my launcher folder from the installation, re-installed the launcher only (as the game is already installed) and now I *knock on wood* haven't had this issue anymore.
The hidden icon's appearing in task bar for every launcher opening is still present though as has been since launch.

It will not fix it but it will make it so you do not need to do anything other than close and open it and get to the play option. Then once you hit play close launcher (which should have always been an option when they first made it) or when you log out of game you will have to click a few of those 209 errors before you can close launcher. It also keeps the play button a lot more even thou you get the error so it does do something.
You know what upsets me the most? I do not think any of the developers really play this game, because they would be making some kind of statements they are aware there are big problems with the game. I do feel one day in future when people either leave the company, fired or the game just closes down we will start hearing about what was going on during these dark days. Happens all the time.
