LOL the sad part is they closed my ticket as solved. What a bunch of bull, they should keep all the tickets open until it is fixed. Also have a sticky in GD as on going open problems with the list of bugs. I understand it may take up a few hundred pages but better than acting like they are all solved.

No guys the issue is NOT solved!

Well having the same issue here now for months, just keep closing and reopening the launcher, eventually they will find out what causes it and fix it, I hope!

Upper level CS replied to me and of course it must be on my end. Check antivirus, ports, remove and reinstall launcher, reinstall game, etc.

I've already done everything from A-Z and it is still happening. Sure I can open and close the launcher multiple times and hope for a good one. Sucks on patch day when you open the launcher and the first run is a 209 which messes everything up. Oh yeah work around for that is just get a good launcher and leave it open all day and hope the download doesn't fail.

This company really needs to implement an Issue Tracker so we can SEE bugs we report and add to them. We can also SEE if anyone is working on them.

Another thing I hate about the launcher is when you open and close it so many times you end up with 20 hidden icons on task bar, I don't see how they can't even fix the icon showing after all this time. Just makes you wonder who is running the tech department. The easy fixes like that should be gone already.

It's very old problem and I'm surprised that ZOS didn't solve it fast. When Steam Client came last summer, I had to buy new ESO to open new account (they refused to transfer my non-steam PC account that I opened during beta) just to use Steam Client to play but I encountered 209.. And stopped playing.. Last Spring, ESO went F2P and I thought hey why not try it again and I assumed that famous 209 bug would be gone by then because summer 2014 to Spring 2015 would give them PLENTY of time to fix that annoying bug.. To my surprise, I tried to launch ESO off Steam client only to see same dreaded 209 error bug.. I had to launch ESO via run administration but I have to do it outside Steam to do it. I wasted my $ to buy steam ESO only to run it outside Steam client all thanks to 209 bug.. I lost faith in ZOS tech support because of this 209 bug..

I thought I was past that error... but it's starting up again...
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

Don't know if this'll help anyone else but I've been playing since launch and haven't had this error till this past patch. It would hit every other open of the launcher.

I deleted only my launcher folder from the installation, re-installed the launcher only (as the game is already installed) and now I *knock on wood* haven't had this issue anymore.

The hidden icon's appearing in task bar for every launcher opening is still present though as has been since launch.

Did that and still get the error but now majority of time play does not go to repair so can get into game. But error still pops up a lot.

I think they actually acknowledged the Manifest Error problems on a episode of ESO Live so they are certainly aware of the issue. I get the issue once in awhile but so far I've been able to resolve it by just closing the Launcher and restarting it again. The thing that boggles my mind is that there have been hundreds of posts about this error since launch and yet ZOS has done nothing to fix it.

    HI guys,
I am having exactly the same issue, and I am not reinstalling the game as I have just installed it fresh on a new laptop. All was working fine until the last patch, and then I got the 209 error. At first, deleting all but the current host.developer.log files in the launcher folder helped, but that stopped today.

If I check the log, I can see this error:
    06/20/2015 17:21:06 Start file [E:\games\eso\Launcher\ProgramData\Host.e1c0945b3ed4d5d594e8820a47f9112ef52ee1e5\b0e422dd050fc01e02fc719f81f1a8cd74abe10c.patchmanifest.partial] [S:0k] [E:0k] [P:0k]

I've encountered this error since the most recent patch and finally decided to contact customer support about it and am really regretting doing so.
This is what they've told me to do:

    First email:
The Patch Manifest Error is usually the result of a corrupt or otherwise invalid manifest file for the launcher. This can be fixed by deleting the manifest file manually which will force the launcher to re-generate the manifest. Players can follow the steps below (based on operating system used) to locate and delete this file:

    Windows
Navigate to the Patcher's install folder (by default located at C:\Program Files (x86)\Zenimax Online \Launcher)
Locate and delete the ProgramData folder
    Restart the launcher
The launcher should now display "Creating Download." This is normal as the launcher begins the regeneration process. It can take anywhere between 21-30% before the launcher switches to "Downloading game files"
If your concern still exists after trying those steps, please try the following:
    Open your Launcher
Look at the top right hand corner for your Launcher for your Settings Option(looks like a gear icon)
Change Megaserver from NA to EU (or vice versa depending on which server you are usually on) and close out of the Launcher
Open the Launcher back up and go back to Settings and change the Megaserver back to the original server you had it on.
    Again, close the Launcher.
Now once you open your Launcher back up, your issues should be resolved and/or the game launcher should allow you to again update your game.
If these do not resolve the issue, players should uninstall and reinstall the game and then see if the issue has been corrected!

I have very slow internet speed and informed them of this and my desire to avoid having to redownload at all costs.

    Second email:

If the problem persists, players should run the launcher as an Administrator before attempting to repair the game client. They can do so by following the process below:
    Running as Administrator
Right click on the launcher icon.
    Select Properties.
    Click on the Compatibility Tab.
Check the box that says Run as Administrator.
    Click Apply and Ok.
    Run the game.
If this does not resolve the issue, try to repair the game client.
    Repair the game client
Click here for instructions on how to repair the game client.
Restart the computer after running the "repair."
If Repair does not completely resolve the issue, players can force the patch to redownload in its entirety by deleting their Patcher Program Data file.
    Delete Patcher Program Data Files
Navigate to the Patch's install Folder
    Windows: C:\Program Files (x86)ZenimaxOnline\Launcher
    Mac OSX: Applications\ZenimaxOnline\Launcher
Locate and Delete the "ProgramData" Folder
    Restart the Launcher
The Launcher should now display "Creating Download." Once the process reaches 21-30% the launcher will change to say, "Downloading Game Files."
    Try to run the client

If the above steps do not work, players should try deleting version files and then repairing the game client.
    Deleting version files & Repairing
Locate the "\The Elder Scrolls Online" or "\The Elder Scrolls Online EU" directory.
Windows: By default this is located in "C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online" or "C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online: EU"
Mac OSX: By default this is located in "Applications -> ZeniMax Online -> The Elder Scrolls Online" or "Applications -> ZeniMax Online -> The Elder Scrolls Online EU"
    Expand the Game Options
If the menu reads, Updating…. Click Cancel.
If the menu reads, Installing…. Restart the launcher. Upon restart the menu should read Updating… (or Update if auto-updates are turned off). Click Cancel if applicable.
Locate the Depot folder. Within that folder, locate and delete the "depot.version" file.
Locate the Game folder. Within that folder, locate and delete the game_player.version file.
If applicable, locate the VO_EN folder. Within that folder, locate and delete the vo_en.version file.
If applicable, locate the VO_FR folder. Within that folder, locate and delete the vo_fr.version file.
If applicable, locate the VO_DE folder. Within that folder, locate and delete the vo_de.version file.
    Restart the computer.
    Open the game launcher.
In the game options menu click Repair
If the game disappeared and does not show up as installed before you could click repair:
    Click install.
Once data starts downloading, restart the launcher.
Expand the game option, it should say Updating…, click Cancel.
    Click Repair.
Please Note: In order for the above steps to fully work, players should restart their computer. These steps are also available on our ESO Help YouTube Channel.

The final option is to uninstall the game client and then reinstall it completely.

    Third email:

I am very sorry you still have issues with your launcher.

Please try the following steps to resolve the issue:
Open the launcher as an administrator by right clicking on the launcher and selecting "Run As Administrator":
Run a repair on your launcher and afterwards, close the launcher.
Once that is completed, proceed with the following:
Locate the launcher folder. The default location is C:\ProgramFiles (x86)\Zenimax Online\Launcher.
Make a copy of the launcher folder and rename that copy "Launcher back up"
Open the initial/non-copied Launcher folder and delete all "host developers files"that are marked with a number. For Example: host developer1, hostdeveloper2, etc.
The only file that should remain in that folder is the host developer file that is not marked with a number and is created the day of the re-install.
Close Everything and then Reopen the Launcher.

The fourth email told me to run the Game Consultant and send them that information.

I tried everything suggested in the first two emails and finally decided to delete the version files.
    I deleted the "depot.version", game_player.version, and vo_en.version.
When I tried to run the launcher again, it told me I had to "update". It didn't give me the option to repair anywhere. After beginning the update and restarting the launcher several times, I finally managed to repair it. I've done this twice, to completion, after which it tells me I have to download 32 GB.
32 GB at a maximum of 350 KB/s means I have to go the entire weekend without playing, and I did not sign up for this.
By intentionally omitting that I would have to redownload the game, this employee has completely ruined my gaming plans for this weekend, and I had just renewed my subscription.

I'm livid about the whole experience. At least they're responding to my emails relatively quickly, but there's no reason i should have run into this problem in the first place - it's an issue with their patch, one you all are experiencing as well, and they need to come up with a fix, not have us all running around in circles trying to do their work for them.

After running my computer all night to attempt to get a headstart on the download, I'm currently at 13%.

I'll post updates if I receive any more emails or find a fix.

I copied the Launcher folder and deleted the hostdeveloper 0-9 files. When I ran the launcher this time (as an administrator), it began an update that is stating it's approximately 5200 MB, so much smaller of a download than what it was expecting me to go through. I'm already 54% of the way through the download, though, so it can't actually be that large.
I'll let you all know if this fixes it, or if it's still going to require me to download the entire game again.

It will not fix it but it will make it so you do not need to do anything other than close and open it and get to the play option. Then once you hit play close launcher (which should have always been an option when they first made it) or when you log out of game you will have to click a few of those 209 errors before you can close launcher. It also keeps the play button a lot more even thou you get the error so it does do something.

You know what upsets me the most? I do not think any of the developers really play this game, because they would be making some kind of statements they are aware there are big problems with the game. I do feel one day in future when people either leave the company, fired or the game just closes down we will start hearing about what was going on during these dark days. Happens all the time.

I'm still trying to get this to work. After doing that, it decided it had to update again - 32GB worth of a download...
After following more "advice" from the team, I got the launcher to allow me to hit play a few times - but each time I encountered a fatal error (12, I think) and it crashed immediately after hitting the play button.

ok I am not sure if this will help ... I have read just about anything I can find on this problem, I have deleted files, even gone to extent of reinstalling, latest thing I tried to do was copy files from my laptop game location and transfer them into a faulty folder by installing the game and canceling out the download, then I just have the files override the new install and it cuts both install time down and other troubles.

only thing is its a temp thing since I have the game installed on my laptop, tower and my BFs laptop, so at some point during any future patches the error code will keep coming up. Bethesda does need to work with writing maybe new code to work with the game, so every time a patch or new chapter in the game is inserted it doesn't screw with the launcher and corrupting files by having them not match code. or whatever thing is wrong it does need to be addressed as much as the bugs inside during gameplay. because if you cant play the game and the players get frustrated and move on after fighting with the bad code, launcher issues, or whatever the bugs are; they wont be able to have anyone find the bugs in the game.

I was having this problem constantly it was because the news portion of the patcher wasn't able to access google chrome. patcher was crashing chrome. Still had messages from may up. Switched back to Internet explorer as default and reset the patch settings and it working fine now. No more error 209 for me. Think its the patch seeing the desync with your browsers and trying to repair it and failing.

I use Firefox and it's never been an issue. After the first patch in June my news stopped updating then all of the sudden I started getting the 209 again. This bug has been around for over a year. You would think they could resolve this issue at some point and stop pointing their fingers at the players as having the issues.

I'm getting the same error on a hit or miss basis, it doesn't happen all the time, if it does I just close and re-launch the launcher till it comes up and says play. Even if I can get the game to launcher ok, it will usually give the error after exiting the game when it refreshes the launcher.

Such a pain, didn't we have this issue some time after the PC launch as well?

Glad to know its just not me though.

We are having nuisance problems with the launcher after patch v2.0.15. We usually get:
    Error 209 PatchManifestError_VersionFail
repeatedly. If we (my wife and I, she has her own computer) run repair, it just happens again. It only works by closing the launcher, then re-opening the launcher several times. It's not the version that is wrong, it's the software check of the version. About one out of every 4 times we launch the launcher it works correctly, even if we don't ever run the "repair." It's really annoying. We have Satellite Internet service with 900+ millisecond ping times, often over 1000ms; and that may be causing the problem to manifest worse.

Satellite Internet (Wildblue) 400KB/sec (KBytes) measured download speed, 3Mbps (Mbits). Officially, upload speed is 1/4 download speed, but actual tests show around 10Kbps (or less). Ping times are around 1000ms to anywhere, 800-900 if very lucky. It takes time for the radio signals to get to/from the Satellite (at the speed of light). Could be latency issues in games, lots of latency in Satellite Internet.

There is a concurrent access issue with the launcher where multiple things are attempting to access the same resource simultaneously. When their logic fails then the repair thing pops up. Close the launcher and try again.

Due to a typo in the system, the area was accosted by the Daedric Prince Moar Lag Brawls.
