Destiny sold 10m copies, although the game is not that great(my opinion), the company know what they're doing. Problem is, Zenimax is struggeling with the basics. Just look at the group finder, it's a really important function on console, yet it's broken and has been broken for months. ESO also sold far less than Destiny so they don't have the economic freedom.
Don't expect a app with chat and item functionality anytime soon.
While it's a nice to have thing, I'd be seriously pissed if any men power and/or development time would be invested in such a thing at this point in time. There are tons of things more important than a app for ESO imho.
The game development would have to code some sort of port to allow the app to communicate with the game data.
Also, every dime spend on this is not spend on developing new content, fixing bugs, getting bigger servers.
So while the developent team is not 100% involved, there is only 1 pot of money in the end and everyone takes their part from that.
They already told, and that was from Paul Sage himself at the guild summit, that they will NOT do an app because they don't have the ressources to do it.

As much as this would be awesome, I don't see it happening. I mean, you can't even reply to mail IN GAME (without an addon) why would they spend time on an app that could.
