It only works for your own faction dungeons, its odd why all faction dungeons are selectable.

(PS4) On my level 10-20 characters on I get dungeon groups within 5 minutes. On my vet characters I've let it sit for hours. Not only do the underlying issues with it need to be addressed, but there really should be some incentive for using it to motivate people.

Why? There's no reason to provide incentive because it's the only way to get into a group for a dungeon. The incentive is the experience points, loot, undaunted experience, skill point, quest completion, etc...
This is not the PC where the playerbase was forced into using an archaic grouping method retired from MMO games over 10 years ago (zone chat) because Zenimax totally ignored that their patch broke the group finder. If incentive was needed then it was on PC. I say was because the damage is already done.

Why wouldn't people use it? There is literally no other option, aside from the external ones you mentioned that no normal user would ever consider. It's amazing the hoops you jump through to defend what is clearly--and reported by nearly everyone--to be broken. Do you think that ZoS, the masters of radio silence, would ever actually admit that there was something inherently wrong with one of thier most fundamental tools? (LFG) They haven't ever admitted that the PC tool is broken. It surely is. The game has been out for many days now, there are no "conclusions", only reports of what is actually happening. What's hilarious is that ZoS could have seen the impact of these bugs and better reacted to them with an actual stress testing, large scale beta. Or two, or three. You know, like every MMORPG usually gets.
The only thing that changed from PC > Console was the UI. All the bugs and inherent deficiencies with the code were ported, too. That much should be clear to anyone with 1/2 an ounce of sense. Add to those issues, the fact that in game voice chat has been DOWN or giving people errors half the time and you might be able to understand the frustration many people are experiencing with the game. I'm willing to bet you just stick your fingers in your ears.

The other options are far more used. Many games don't have group finders so ppl find new friends on the forums to play games and when ppl pop up online they party n play.
Since release I've spent less than 5 hours not in party chat- playing with new friends. Either I get and invite or a msg on Xbox to join. It's kinda cool but just ask around.
Ppl new to the game are like....OH
Never knew that feature was hiding in there.
It needs to be on the front menu vs hidden in the social menus under group and then under another menu in group
Considering other than dungeons, you literally don't need a group with this population at pre-level 50
I don't think it's entirely broken but maybe it is.
I do feel a large population isn't even using the grouping tools just from talking to a hand full of new friends who said "this game would be better if it grouped people"
I then showed them the tool. They said, "man that's hidden and complicated, just msg me and you and my buds can group up if your online"
It needs work either way. Regardless if it works or not, there is no incentive to use it. The incentive to play in groups of 4 need to drastically outweigh solo play for all situations.
And the menu is too hidden
