i did some testing and found that EU server might still be in US -.-

The "EU" Megaserver seems to be located in the US, specifically in Cockeysville, Maryland on the East Coast. This is not precisely what I would call an "EU server". Hopefully this is just the case for this beta.
I currently get between 150-180ms to this server on a standard DSL connection from Sweden. As a comparison, pings to other European game servers, for example Battlefield 4 or WoW, are usually around 30-50ms with my connection.
My testing method:
Log into the EU Megaserver, log into a char and switch ESO to windowed mode.
Open task manager, click "Resource Monitor" and select the "Network" tab.
Select the checkmark next to "eso.exe" in the upper window.
Walk around in the game and watch the IP adress with most traffic in the "Network Activity" window. This is most likely the server that processes your characters movement, combat and so on.
Enter said IP adress, for example in my case "198.20.200.93", into a geolocation service such as http://www.iplocation.net / http://www.ipligence.com/geolocation.
The current ping to the server will also be displayed in the "TCP Connections" section of the Resource Monitor.
EDIT: /u/Dimillian posted a link to an official news entry that explains the situation. In short, ZOS figured that there is no noticable disadvantage to having European players play on the US servers, so they chose to have the EU servers located in the US to be able to quickly react to any problems during the launch period. Incidentally, they seem to be not quite done with setting up the EU datacenter. As soon as the launch period is over and the EU datacenter operational, they will migrate everyone playing on the US-based "EU server" over to the actual European datacenter - without any user intervention needed. I expect a slightly longer maintenance period during this migration.

    normaly i have 40-50 ms ping on other games with eu servs... on eso i have ~100 sometimes even more then 200...

    You guys are lucky to have an EU server we need an oceanic mega server because lag is Australia is ridiculous alot of the time.

    Nah, it is in EU. Usually getting 50ms when not much is going on. So it cant be in US.

    I hope PS4 EU server will also be in EU...anyone have any info about it? If is not on EU I ll cancel my pre-order..I tried play in US server in the past (FFXIV, Tera, Age of Wushu) and all my attemts ended with over 150 ms and the game was not enjoyable .

    This is not only getting old, in fact, it really is. The reddit you're quoting is over a year old, and it's been debunked on numerous occasions since then. But' let's see where this gets us, shall we?

    First of all, you cannot trust (free) IP geolocation services, ever, as they are not a reliable source. In most cases, location information is pulled from the whois DB records of RIPE or IANA. In the case of the address you've stated above, it belongs to an address block registered to Zenimax Media, so of course Maryland is bound to turn up somewhere in the query. But guess what, even the NA server farm is hosted in Dallas, TX, so while it's still using the 198.20.200.* address range today (as the EU server cluster once did as well), its IP address is not a correct indication as to its physical location.

    Next, I have never seen this range again while playing on the EU server ever since the EU server farm migration to Frankfurt/Main, Germany. The addresses I've seen are always in the 159.100.232.* range. This block belongs to ZOS, but there is no indication as to where in the world it might be. So let's use some traces, shall we?

    Look at the UDP datagram roundtrip times (a.k.a. latency, or "ping") of the last hop: 11 milliseconds tells me that the responder cannot possibly be over the pond from an EU point of view. Any transatlantic route has at the least a latency of 100 - 140 ms. The values you are seeing displayed in-game are not simply the networks' latency, they're an internal value of the server cluster, factoring in the load on the internal CPUs and switches.

    There's a more reliable way to check for the addresses being used by ESO: open a command line window with administrative privileges while ESO is running. Type "netstat -bnp TCP". Look for a line saying [ESO.exe]; all lines below this one, up to the next parentheses, show the open TCP sockets of the game. There should be two lines. Note the IP addresses (followed by :<port number>) in the "Remote address" column and use them in the following commands. You can type

    ping -t <IP address>

    for a continuous ICMP ECHO_REQUEST timing (break off with [Ctrl]-[C]), or try

    tracert <IP address>

    for a list of hops (routing stations) from your network to the server farm.

    That being said, if you're actually seeing open TCP sockets to the 198.20.200.* address range belonging to the exo.exe process, are you absolutely and positively sure that you're not playing on the NA server (or the PTS for that matter)?
