I don't think it would be much fun to hunt for skyshards if an addon was telling me exactly where they are. No challenge, no fun.
Also, wouldn't the question of whether addons will be available on consoles be better posed to the companies who make the consoles? Aren't they considered third-party software?

There is a group of players who do not favor the need of adding a cumbersome keyboard to the Xbox one
While text chat works for PC it's not an ideal addition to console and having played it on console adding text chat would be a negative vs a positive due to all that comes with adding such a feature.
PC suffers from it and those who are expecting a PC like experience if added have to realize that is not the reality.
Give the game an opportunity to be different for those who don't prefer PC gameplay who are more open to console like gameplay

You can just run pc version, pop up skyshards addon and take a screenshot of each area. Then print the screens and have them near you while playing on console..use the "set destination" feature to navigate to skyshards. Is not more than ~20 pages. You can do the same with Lorebooks and destinations.
I am not suggesting do this, as it will kill the sense of exploration, but you definitely can do that if you are addicted to addons

I was being facetious with skyshard addons. Guild tools, banking, and market addons, however, are very serious detriments. No text-chat was/is obviously somekind of PR-stunt. Its coming down the line.
