That's completely false. ZOS has said many many times that the more people fishing the same hole, the higher the chances of any given cast of the rod getting a rare drop. If you had done any significant amount of fishing in groups as well as solo, you would see that it's true. I've found the ideal number of people to fish with to be 4-6. More than that and you start using up the holes too fast, and spend too much time finding new holes. Fewer than that and it takes way more casts of the rod (and way more bait) to get your greens and blues. In a 3 hours or so of fishing with a group of 4-6 I expect to get every single green and blue fish available in a zone - typically 5-10 of each green and 1-4 of each blue. In the same amount of time fishing solo I expect to get maybe 1/4 of that.

I like 4 usually... 6 can burn out holes pretty fast, and if you are messing with rare holes in some zones it seems to work better. Depends on what you are trying to get. Some zones the holes spawn pretty linearly (all on same river). some are all over the place (you clear a lake and the linked holes are someplace else entirely). I'm about 3 zones from my title. Mostly dealing with rare holes now (only like 3 in zone kinda stuff).

Of course, all this talk about fishing is still speculation... We don't actually know that fishing will be a possible way of getting this Perfect Roe, let alone whether it will be the only possible way of getting it. I hope fishing is a way of getting it, because it would seem silly if it wasn't, and it'd be nice to have a really good reward available for fishing. But we really don't know for sure...

I want to grind 10 hours a day, what do I do?
A ) I spend five of these presumably extremely rare ingredients to make 20 potions for 10 hours of grinding.
B ) Instead of spending ridiculous amounts of time/money (which is likely going to be impossible to sustain) to get these potions, I purchase them off the Cash Shop for $$$.
It is all going to depend on how rare these new ingredients are and what they sell for in the market.
And just because I want to make this pun: this is a recipe for disaster.

Didn't they have a version that only affected CP up to lv50 and then they stopped? What happened to that? I know for certain that I don't trust Zenimax Online Studios to implement these appropriately. The chance to make it p2w and cash in are too attractive.
You forget that different players have different motivations.
You want to grind 10 hours a day. Someone else who is into Provisioning and Trade may want to farm recipes/ingredients 10 hours a day so they can make this drink and sell it. So you can buy it from another player and spend your 10 hours grinding without worrying how you are going to get said ingredients.
I would expect it to be as rare as Nirncrux (maybe a little less), but the fact that it is a provisioning ingredient will make it fairly expensive.
And let's not forget that you will need both purple ingredients to make the drink as well, and they are not cheap either.
Of course, we are speculating that this will come along with a Crown Store version that is not quite the same, so you may be able to buy that rather than going to questionable websites.
