I'm 2/3rds of the way to level 42; currently in "The Rift" map with at least 95% of the quests done. Where to I head next?

When you've completed the last quest in the main storyline for Ebonheart Pact you should get a quest Messages Across Tamriel. that will lead you to Coldharbour.

You're awfully low level for having almost completely finished The Rift though - I've never been lower than level 48 by the time I've finished the last zone of an alliance and received the Messages Across Tamriel quest. Does anyone know if the quest that opens up Coldharbour is level locked? Do you have to be level 45 to get it?

It used to be locked at 45. I think that cap was removed after 1.2 or just before 1.5 As I did it with my NB at 43

Coldharbour is unlocked. All the quests that I've come across there are level 48 and up. Leveling this guy has been painful - I could never find out where some of the level appropriate quests are, so I end up doing higher level quests, and having nothing to do once I hit higher levels..

You might want to go back and do some of the lower level quests that you skipped. You won't get mob XP for anything you kill, but you'll still get quest XP.

I have to admit, I can't really identify with your problem of having trouble leveling. On all of my alts I've always been a couple of levels above the quests by the time I've finished the first full faction zone, and by the last faction zone I'm always working really hard to figure out what order I should be doing things in so that I minimize the amount of combat I do against mobs too much lower level than me to get XP or loot from them. Inevitably I end up spending at least some time doing quests and fighting mobs that are more than 5 levels below me :(

Aye, you've missed a lot. I have more troubling with Outleveling zones pre VR.

I would recommend the Destinations addon, it will show you all the quest hubs, dolmens, WB and such you missed on the way.

I didn't do all quests with my sorcerer alt, I managed to finish the main quests in Coldharbour at lvl 44, and had to grind to lvl up to 45 to get access to the quest that leads me to defeating Molag Bal.... after that, I got access to Cadwells Silver, the last mainquest in Stonefalls lead me to v1, so I moved on to Deshaan. I was v2 or v3 in Cadwells gold ^^

Sheesh... My DC main is VR9 and has completed maybe 1/3 of Stonefalls (the first full Cadwell's Gold zone for me). :p
What are you going to do to try to level that guy to VR14? Just grind a ton?

From now on that char has access to all of Tamriel, and yes I plan to grind her up to v14. I already got a v14 char that I quested with.

Btw. she has been vampire since she was very low level, and takes heavy damage from fire... so I don't do group play with her. For some reason I enjoy being a vampire with that char, though I'm not using a single vampire skill ^^

..she's a magicka based sorcerer vampire in medium armor.... she doesn't make any sense xD but I am too lazy to craft her new gear, since I just plan to grind her up.

OP, you must've missed a entire zone of quests somewhere if you are only just finishing Rift at lvl 43..
My sorcerer is now VR4 and doing stonefalls in Cadwell's silver (AD), i believe i was VR1 by the time i entered Coldharbour.

Backtrack, do some quests. You have missed a LOAD somewhere. If you continue at this pace, you will have very hard time at high levels as you will run out of quests and going back to low level zones to accomplish it will net you very minimal exp. (Unless you prefer to grind your last ranks).
    Sometimes, I dream about...cheese...

Dermont - v16 Pompous Altmer Sorcerer (With a very arrogant face!)
Egonieser - v16 Nord Stamina Dragonborn Wannabe
Endoly - v16 Tiny Redguard Sharpened MaceBlade
Egosalina - v16 Breton Cheesus Beam Specialist
Egowen - v16 Dunmer Whipping Expert (Riding crops eluded her)
(Yes, I had to grind all these to v16)
Akamanakh - lvl 22 Khajiit GankBlade (Inspired by Top Cat)
Targos Icewind - lvl 34 Imperial (Future) Jabplar

Sound advice give above. I made that mistake of rushing through because we had Spellscar and Craglorn Woot Woot. So I finish Gold at VR5 and POOF the Malodorous NerfHammer of ZEN. Stuck Craglorn and mobs at large. Talk about an L-shaped ambush! I never saw that coming. I am not making that mistake again. If I am not at level when I enter a zone I will mini grind or do anything to pick up the missing XP. I got a toon at VR8 that has 6 vet levels to grind because I was in a rush. Serves me right.

Messages Across Tamriel and Weight of Three Crowns were originally designed as Level 43 quests, and I don't think there is any level requirement; at least if there is, it's above 40.

The last quests in The Rift are Level 43, and the first quests in Coldharbour are Level 44, so you're not too far under.
