Turn up your max bitrate to 2500 and it should be good!

I can't help with xsplit as I use OBS.. But turning your birate to 2500 could be bad for streaming, as viewers with not the greatest internet won't be able to watch.. I think I run 2000 bitrate.

You should increase your bitrate (as Swannkyy) mentions and/or upload in 720p, if you're doing good content people wont mind the lower resolution.

720p 60fps > 1080p 30fps every day of the week. Unless your viewers are watching in full screen, it will almost always look better.

It also requires a lower bitrate, so more will be able to view it without buffering. I recommend 2500+ bitrate for 720p 60fps. It used to be that running a higher bitrate was risky, as it would alienate viewers on a slower connection, but with Twitch's new Reduced Stream Delay I say go for it.

Lastly, I would recommend using OBS over XSplit. I've even used a licensed version of XSplit and have found that OBS is much better at making a lower impact on the game while you stream as well as being more efficient with the bandwidth you have. XSplit, to me, is like Skype. It's just a massive hunk of resources that doesn't produce good results.

I used to stream ESO with those specs and had a lot of good results. If you need help setting up your stream, send me a message.

For 720p @ 30 fps you should be between 1800 - 2500 max bit rate. For 60fps you should be around 3000-3500 max bit rate. But here is the kicker with twitch, unless you're partnered then all your viewers need to be able to download at a better rate to see the higher bit rate streams without having constant buffering. A goal for most is to be below 2200-2400 max bit rate without partnership, that's an average stream which will let most viewers watch without issue.

80 sounds like your download, not your upload. Likely your upload is less than 2 - 3 mb/s. I'd either talk with your is about what packages could up that or consider dropping your ratio below 720p
