Lag spikes

I am having a lot of trouble with lag spikes.
I'm using windows 8.1 on a TOSHIBA Satellite S50-B-15N 15.6" Laptop.
Yes I know a laptop but it runs fine with the settings on med/low and I can mirror it on my TV.
From the UK on BT infinity and BT net protect plus (basically MacAfee virus software?).
Every other game I play is fine, all HD video I stream without a glitch.
I have checked my firewall and eso is ticked as allowed, I have even tried one of those game VPNs and no joy there.
Any help would be appreciated.

But I would advise you to reset your router:P
At least that is what they tell us, regardless of how good your rig or net is, and the fact you can play any other game fine with low latency, even on US servers.....

OhDios✭✭✭I just gived up, i've tryed everything, port forward, QoS, VPNs (AVAST, WTFast, Viper) , My machine is a state of Art PC, and Im unable to play a single hour without crashs every 30 minutes, lag spikes, disconnections... and PVP is just impossible.
My Wife plays WoW in this computer and for her everything is just fine, so is not the ISP, is not the PC, is the Game.
Zenimax MUST do something soon to fix conecctions issues.0
