If they do it right it would be a better solution than stacking problems ontop of problems.

Can you provide a link to your ideas?
I assume you intend to make the subscription worthwhile for everyone, so everyone chooses to subscribe and this would be largely a non-issue. But wouldn't that also make the crown packs (particularly the more expensive ones) even more undesirable?
Unless they also added enough stuff to the crown store each month that many people couldn't get everything they wanted with their 1,500 sub crowns and needed 2 or 3 times that at least some months. But I can't see that working in the long-run. ZOS couldn't keep producing items that quickly whilst still making them good and varied enough that they're worth having.
I would prefer something along the lines of the following
$14.99 = 1 Month Subscription yields 1500 Crowns (1500C per month)
$41.97 = 3 Month Subscription yields 5250 Crowns (1750C per month)
$77.94 = 6 month Subscription Yields 12000 Crowns (2000C per month)

"But Gid, why would anyone buy Crown Packs if they can just get them for a little bit cheaper through the ESO+ Subscription?"
And I would respond:
"Well, hypothetical friend, ZOS would have the task of convincing me to spend all of my 12000 Crowns during a 6 month period and then to produce more content so I want more crowns, those would be when the Crown Packs. are purchased."
I would prefer something along the lines of the following

I like Garretts Tier system its in season 1 but brillant if they did that and then added in summon a vendor bit then boom.

If only there was some method for you to pay a nominal fee and get everything included instead of being nickel and dimed for purchases a la carte. Then people wouldn't have to spend all their time calculating the cost of everything and they could just focus on playing the game. It's too bad there hasn't been any revolutionary pay system like that invented. Oh wait..yeah that's called a "subscription".

There is however fundamental difference between old subscription and subscription as you put it. What you describe is basically just cap on spending: pay X per month and you will get all P2W elements in one pack or enough crowns to buy them, and whoever pays more than X will not get an advantage over you.
What you got with old subscription was not only that nobody had advantage over you, but also that you had no advantage over anyone else; you got fair play.
