Battle Levelling not working

Patch notes 2.0.2 said that they ' •Increased the stats of a battle leveled player character in Cyrodiil to those of a VR12 player character.'

However, my VR 4 Sorc has the exact same stats in Cyrodiil regardless of whether Battle Levelling is turned on or off. I tested it by going into Cyrodiil with leveling off, then logging out, changing it to on, and going back in. The stats were the exact same.

So is this a bug?

    According to the tooltip it would seem as though it's a bug. As far as I can remember the "Battle Level" has only ever effected non-vet characters though.

    Yes battle leveling does not affect veteran characters at all. It is intended, but may be changed in the future.

    Another odd thing: my character in Blackwater, a level 16 character, has far higher stats than my VR 4 Sorc does in Chillrend.

    Level 16 Nightblade in Blackwater:
    16k magicka
    16k stamina
    30k health

    VR 4 Sorc in Chillrend
    21k magicka
    17k health
    9k stamina

    It's just how battle leveling works. The game modifies character stats to make them somewhat competitive. But check the other stats(armor, damage, regens). A battle leveled character is nowhere near the effectiveness of a real VR, even if at a quick glace it might appear so.

    It does not contradict anything. The patch note does not say veteran level characters will now be battle leveled, just that those characters which do get battle leveled(that would be non-VR's) will now be leveled to V12 instead of the V5 they used to be.

    You are getting no effect at all because your character, being veteran, does not qualify for the battle leveling in the firstplace.

    well I have never payed much attention to the other stats but I know that I get atleast 2-5k more hp when in cyrodiil compared to when im not.. that's on my VR14

    That's not from battle leveling, that's from the normal cyrodiil buff everyone gets(battle spirit?) that boosts HP, nerfs damage and healing, gives penetration etc.

    Hmmm... that's the way it works? Ouch. That is terrible. When I gain the level from 49 to VR 1, I become far, far less effective in PvP?

    So basically, a level 15 character is going to be way stronger in PvP than a VR 4? That just seems silly to me.

    Not really. While the raw, basic stats may seem higher, check the other stats. Regens, damage, armor...
    Your V4 sorc would wipe the floor with your L16 NB.

    Yes, since they do not have BL implemented properly with Vet characters, a L10 Battle Leveled will actually have better numbers than your Vet1-11. Futhermore, regarding base AC and Spell Resist, they can show up buck naked and match your numbers, if not exceed them.
    Just because you don't like the way something is doesn't necessarily make it wrong...

    Earn it.

    Probably has checkbox on Customer Service profile that say High Aggro, 99% immunity to BS
