Disconnected for exceeding message limit without sending any messages at all. Chat or tell.

I've been disconnected from game with a spam warning for exceeding the message limit.
I don't understand this because I sent NO messages to anybody during the entire session. I didn't talk on any channel, I sent no whispers, no mail, nothing.
Why did this happen and how do I prevent it?
(This happened while talking to "Sigil" on a quest step. (Sigil is Crafty Lerisa, the quest is Children of Yokuda, I had just met "Sigil" for the first time.)

It's a lag issue.

It's not you sending messages, what happens is if there are to many commands from your client to the server within a short time, the server kicks you. And this usually happens if there is lag. Any actions are built up and then reach the server all at once.

That makes sense.
I do have lag, I suspect the main cause is hardware on my end.
I had performed a number of normal commands, moving, jumping and had noticed some lag before the drop.

@jlbonnarb14_ESO if you search on "message limit" you'll see umpteen threads about this ever since release, in the 13 months since the game's launch ZOS have failed to fix it and seem these days entirely disinterested in it.

I'm receiving this same message, I have a PS4 with nothing on it and pretty decent internet... is it just the initial servers causing this or will it be persistent?
