Cannot log in - error 200

The game seems to be acting as if I have no intrnet, but I do. I'm talking on Skype, browsing net, and everything is working just fine - except game, forums and support. Main site loads fine, but forums pretty much don't load(not sure it'll even let me start this thread), support page doesn't load at all.
I tried repairing my game, restarting laptop, using my cell's internet(which is slow but stable, wanted to see if it's some specific issue with my wifi), same thing. It even says it "cannot retrieve announcements" on login page. I've seen this before, but it'd let me log in after 2-3 tries usually, today I haven't been able to log in for hours.
I've had a friend put a ticket in for me since I can't access support but I'm also gonna try to post here. Halp!

I haven't been able to log into the European server for most of the evening, I've tried a number of things, including just waiting, but nothing has fixed it, yet I can log in and play on the north american server. I don't know what's up, but when I try to log into the european server it gives me error 200 and like you mentioned it says it can't retrieve the announcements. I had been playing for about an hour before it suddenly lagged badly and then booted me off, and now I can't get back in. My friend I'd been playing with didn't experience the same difficulties. I have no idea what could have changed mid-game to cause this, my internet is fine in all other respects.

I'm on NA. Hm.

And apparently my issue fixed itself after a few more hours. I didn't change anything, it just happily loaded support, forums and game all of a sudden. I'm glad I can play finally, but it'd be nice to know what could've caused this. What if I'd had a vDSA run with friends planned at that time?:/

Since yesterday night I cannot log in as well. Error 200 and 201 all the time.

I have rebooted the router, the computer, everything. I can use Skype, browse every website including this one (but it's slow).

I think there's a routing problem at backbone level.

There are two problem areas:

1) from between my nation (Spain) and Germany. This may not concern ESO staff.

2) Inside Germany, from it border to its ESO data center. 217.239.44.14 IP address corresponds to a German location so this timeout DOES concern ESO staff.
