why is it that zos can put someone known as the king of *** in the game but i cant make a toon with the name king of *** without being reported?

Some things that seemed ok 20 years ago just are not so ok now.

Easy. You have accepted to abide by the ToS, the CoC, and the EULA. Therefore, you've agreed to not do this, and others (who've also agreed to not do this) are right to report you.
NPCs, however, never signed anything, and are allowed to call themselves whatever they like, as long as it befits their part or station in the game world. They could be reported, I guess, but killing them for their deeds (or choice of name) instead is so much more satisfactory. Believe me, you don't want this solution to be applied to players as well.
