We decide to pvp, we enter Cyrodiil. We look at the map. Nothing is showing under siege. We can quickly look at each keep with the mouse, to see how many siege weapons there are at each (which I imagine might take longer with a controller) , but we don't really know where the action is.
On the PC we can look at the chat box and see what people plan on doing. We get used to certain people who tend to know what they are doing or are from larger pvp guilds, we also soon learn who the few idiots are that everyone takes no notice of.
If they say something like "going to attempt to take ash" we now know where we can head for some action.
If there's 5 or more of us, we may decide to go for the farm etc while the other group is at the keep.
Or for example, the other night my small group suggested we go to wherever and put it under siege to hopefully divert enough of the enemy away from the actual target, and it worked.
Or, we might protect a keep with many other players/groups, force the enemy to retreat, follow them on their retreat and then see about 100 of them appear in the distance, when that hapens, someone spending 5 secs to type something like "massive incoming to xyz" instantly let's us all know it's time for quick action. Do we stealth and hope we aren't seen, do we run back to the keep, or do we think it's worth trying to fight out in the open.
Those are just a few examples of situations when being able to quickly communicate with the whole pvp faction is really useful.

The bars that represent the different faction populations on the Campaigns screen. They go from small, medium, large, and at max there is a symbol of a lock.
If there is a real population playing in Cyrodiil, the populations will be locked. Much like they are during primetime for the premiere campaigns on PC.
If they were at small / medium pop (very likely w/ the number of players), the communication issues being talked about in this thread most likely would not have actually arisen.
But when the pop is locked, you have a LOT of players w/ a LOT of instructions that need to be given, both to the small groups and to the faction as a whole so people know what you are planning to do and can capitalize.
