Sheogorath is evil, good or twisted sarcastic?

    That particular instance is terrifying in another way.
    It demonstrates that Sheogorath follows a logical consistency that does not match with conventional values.
    He knows what he wants, and uses unexpected means to get it.

    He light's the mummy's soul on fire, but he does it because he wants the mummy to light a nearby brazier using the flame.
    Seem to recall that he calls the mummy a "daft fool" when he trips and falls and dies before making it to the brazier to light it.
    That mummy is the same one which he gave the Wabbajack to previously, demonstrating how whimsical his favour is.

    No moral or ethical connections to others; only to his own well-being.

    On Eyevea he also has a line of text where he alludes to the fact that he engineered the tests that the Vestige has to go through simply in order to get Valaste to read the books that curse her.
    The whole thing is just a game for his enjoyment while he's working on his real project in the background.

    He is focused and directed in the manner of a psychopath.
    High functioning or pro-social psychopaths are noted for their abnormal effectiveness in social settings -- they socialize better than most people, because they do not make meaningful connections, allowing them higher degrees of social fluidity.
    Sheogorath's constant use of humour is a prime example of such a personality -- using words to spin a perception of being highly likable while actually trying to manipulate everyone he encounters to his own desires.
