There has been a market for motifs for absolutely ages.
And it is a lot harder to find motifs now thanks to the Justice system.

It takes just a few hours of stealing and pickpocketing to get enough mony to even buy the Imperial motif from a guild store. And, to be honest, the justice system didn't make finding motifs any harder at all.

It is a little strange, but in the rare case of people without the Imperial Edition making another race their primary crafter, they need only the motif, the IE won't actually give them what they want. Yes, but if you already have a master crafter, you're not going to want to relearn all the traits. This only works for older players, though. If you roll an Imperial you can then craft Imperial, yes? So technically the upgrade does allow you bypass the motif.

Nope sorry, for around a year, motif selling was one of the main ways to generate gold, and if you find motifs that you already have, and friends/alts/guild members don`t need them, then selling them is the best option.

I think you need to read the poll topic. He is talking about Crown Store motifs. Those will be intentionally bought, not found, which negates your reasoning.
