How to fix slow gravity-like symptoms

Hello all, on my character I have seemed to encounter a strange bug. Whenever I go to play, my character and all NPC's in game are slowed beyond belief. Combat, physics, movement and so are all slowed to a snail's pace. After dying, traveling, logging out and complete reset of the ESO launcher and my PC it still occurs. The strange part it that on another character in a separate alliance, everything is working perfectly! For my original character though, the game has become unbearable to play. Does anyone have any fixes or helpful insights to why this may be occurring? Any help would be greatly appreciated.

Have you tried running the repair tool at all?

Once the repair took has gone through and don't it's savior-ing, and it's not fixed, I shall do so!
